R4 Adopt a resolution which outlines and affirms the Board of Supervisors’ commitment to the responsible and strategic use of artificial intelligence (“AI”) to enhance public services, support an understaffed workforce, and promote long-term fiscal sustainability while maintaining strong ethical safeguards, privacy protocols, and human oversight.
Clerk of the Board
R5 Take the following actions: (1) Receive an update from the Clerk of the Board regarding implementation of Senate Bill 707 and associated system and staffing limitations; (2) direct staff to return with amendments to public comment rules outlined in Administrative Policy 1-101, Operation and Conduct of Business Before the Board of Supervisors, to: (a) remove the limitation for each speaker to speak to a maximum of four items; (b) increase the maximum public comment time for Public Comment Period – Open Time to 30 minutes; and (c) delegate authority to the Chair to adjust the time for all speakers on an item and the total time allotted for public comment for an item; and (3) suspend Rule 7.6.3 which requires that speakers be taken on a first come first serve basis until such a time as staff notify that this can be accomplished under the system associated with Senate Bill 707 (Sponsored by Supervisors Kelstrom).

R6 Introduce and waive the reading of “An Ordinance of the Board of Supervisors of the County of Shasta, Adding Limitations on the Exercise of Eminent Domain to the Shasta County Charter,” and adopt a resolution which calls for an election and consolidates it with the November 3, 2026, General Election.
R7 Introduce and waive the reading of “An Ordinance of the Board of Supervisors of the County of Shasta Adding Provisions for Filling Elected Department Head Positions in the Event of a Vacancy to the Shasta County Charter,” and adopt a resolution which calls for an election and consolidates it with the November 3, 2026, General Election.

R8 Take the following actions: (1) Adopt a resolution for Fiscal Year (FY) 2026-27 which: (a) adopts the Budget that was the subject of public hearings on June 9 through June 11, 2026, and approved as revised by the Board of Supervisors on June 11, 2026; (b) repeals Resolution No. 80-360 (c) approves the Committed Fund Balances; (d) adopts the Schedule of Position Allocations by Budget Unit; and (e) adopts the County Salary Schedule; and (2) adopt a salary resolution which reflects the Position Allocation Amendments approved in the FY 2026-27 Budget effective June 28, 2026.
